The Border surrounds Gensokyo. Unlike our world, Gensokyo is not torodial, it's flat. The Border is more or less the edge of the world. It's very mountainous regardless of where you're at, and a lot of it is covered in forests. The village of Mayohiga and the Hakurei shrine are the only things of importance on the Border. The border isn't actually visable, even if you're right on it it'll look like there's more land beyond it and that land doesn't look like the outside world. It's also not unusual for people to randomly show up on other areas on the border if they get too close to the edge.
